Silver’s post plunge relief rally was considerably weaker and more stunted than gold’s, and with it now back near to its April plunge lows after the drop last week, the chances are considered high that it will break to new lows soon. That said, its latest COTs and sentiment indicators are now strongly bullish, so that although it may well break to lower lows soon, it is thought unlikely that there will be much downside follow through before it hits bottom. We can see all this on its 9-month chart below, and how it is clinging on by its fingernails to the support at the April lows. Before leaving this chart, notice the large gap between the price and the 200-day moving average, which just by itself is a positive factor.

Basically that the trading structure in the silver futures market gives rise to price discovery, and that this mechanism has long been divorced from the real fundamentals for physical silver. Instead, it is almost entirely driven by the vested interests of the for-profit exchanges and their largest clients.

Prices ended down slightly once again for both silver and goldlast week. There was no great change noted in the COT reports for either precious metal, and the monthly Bank Participation Report was a non-event for silver. This is once again leaving many observers scratching their heads about the suddenly questionable reliability of these numbers.

What happened on Friday, April 12 and Monday, April 15 on gold and silver markets looked like a gigantic earthquake – a drop of about $200 (13%) for the yellow and almost $5 (18%) for the silver metal. There has been a lot of hyperbole going on. We even heard it said that a move of that scale would statistically only be expected “once every 4,776 years.” Going even further, John Kemp of Reuters calculates that, based on a normal distribution (by the way, market returns are not normally distributed), movements like this can be expected once in every 500 million trading days, or two million years. Sounds far-fetched?

Silver was a sideshow on Friday, as it was gold that came under an orchestrated attack, being driven down first in the Far East before waves of selling in New York took it lower and lower towards critical support, before it was dealt the knockout blow by the London physical market suddenly freezing up in the afternoon, sending holders of bullion into a blind panic and mad scramble to protect themselves in the futures market. Silver was sideswiped of course and the collateral damage it suffered resulted in it breaking below a remarkably clearly defined and strong support level by the close, as we can see on its 3-year chart, a development which has set it up for a potentially brutal selloff and vertical plunge next week, as this has and will trigger stops clustered in this area, and we can expect hapless traders to be driven towards the exits by margin calls sent out over the weekend.

Below is a chart of our partially weighted producers index which contains 14 of the largest silver producers. We didn’t cherry pick the 14. We went down the list and that includes a handful of companies which have really struggled in recent years. Anyway, the 56% in the current cyclical bear is well in line with history. Previous downturns have been 51% and 49% and then 85% from 2007-2008.

Although silver’s long-term charts are more messy and difficult of interpretation than gold’s, on its long-term 7-year chart we can see that it, like gold, is getting close to a lower supporting trendline drawn parallel to the definite upper trendline drawn across the 2006, 2008 and 2011 highs, where the chances are good that it will successfully find support and turn higher, particularly as this trendline has now risen steadily to come into play underpinning the strong support level where the price has repeatedly reversed to the upside over the past 18 months. A short-term dip into this support, which looks likely for reasons we will look at shortly, will be regarded as throwing up an important buying opportunity.

On one hand, the silver spot price has disappointed thus far in 2013, falling from the low-thirties in early January down to its current level around US$29.00/oz. Given that price direction, one would be forgiven for assuming that the silver ETF's had experienced outflows over that time - but they have not. While we have seen the SPDR Gold Trust (GLD) shed 141 tonnes of gold year-to-date with the price of gold reacting accordingly, silver ETF's have in fact ADDED to their stockpiles since January 2013, representing more than 20 million ounces of additional silver.

But that should include the potential for a drop to the mid-high 20′s because despite a bullish macro fundamental view and even longer-term technical view, the recent correction is not yet indicated to be over. What might we look for? A final, dispiriting decline with sentiment bottomed out and the CoT structure going to a full bullish structure (it is moving in the right direction) and some positive technical divergence (like that noted on the chart from last summer) would be an excellent setup.

In simple terms, Commissioner Chilton’s response to the reader confirms my worst fear – the reason the CFTC hasn’t moved against the silver manipulation is that they don’t understand it. Even though the agency publishes remarkably detailed and accurate data on concentration in their weekly COT reports, they apparently don’t comprehend what it is they are publishing. As a big believer in the premise that recognition of a problem is 50% of the ultimate solution; I also believe that if a problem is not recognized, it is unlikely to be remedied. I’ve always considered Chilton to be one of the “good guys” at the Commission, so it is quite disheartening to see him so misinterpret his own agency’s data.

Keep in mind, though, that although it can be satisfying to pare risk to relative nickels and dimes, the primary objective is to make money. In that regard, the odds are not especially encouraging for a bull trade here, since the larger pattern from which we would be extrapolating it is just “dueling” impulse legs on the daily chart.

In 2011, there were 1040.6 million troy oz of silver produced. Of this, 84% was used by industry and the remaining was used as an investment. Interestingly, traditional uses of silver only account for about a third of silver fabrication. These include jewelry, coins, medals, and silverware. Most silver is actually consumed in over 10,000 modern industrial applications. The vast majority of silver supply comes from recycling, net government sales, and mine production. In terms of mine production, the majority of silver comes as a by-product of mining other metals. In addition, about half of all mined silver comes from Latin America.

A friend and long-time subscriber who intends to write a book about the silver manipulation asked if I could provide him with a bit of history. To my mind, the silver manipulation dates back to early 1983, when the commercial traders grew confident that they could sell any quantity of paper short contracts to the technical fund buyers on the COMEX. By that time the commercials learned that technical fund buyers would never take physical delivery and could be counted on to buy or sell based upon price signals that the commercials could easily influence and control. In essence, the game has remained remarkably similar ever since.

It barely paid lip service to the technical requirement to drop back and form a Right Shoulder to its Head-and-Shoulders bottom before breaking out of this base pattern back last Tuesday, without waiting for either gold to break out, or for the dollar to break down. When gold did actually break out on Friday, and the dollar broke down, it built on these achievements by breaking clear above the resistance near to its 50-day moving average.

There is a Bullish Inverted "Head and Shoulders" pattern on the daily chart. What makes this pattern so attractive on the next breakout above 32.94 is the fact that all of the Open Interest that was put on to the short side of the contract in Silver over the past month will be in the “red” and feeling pressure to exit the trade before it gets too late. Traders who want to get long will begin feeling they are missing the boat on the next breakout and when they begin to move off the sidelines in what is known as the "Initiative" type trade, we have potential for an "Igniter Move" in price and volume. Igniter moves increase the probabilities for sustained vertical development.

Better than expected employment data could be negative for gold as it may rescind additional QE from the US Fed.

The silver and gold markets are both over-bought and ready to correct their recent rally. They might not, and we can certainly find many fundamental reasons why they should not – such as QE4-Ever, massive federal deficits, Middle East war possibilities, European financial disasters, massive gold and silver purchases in Asia, and probably 100 more. But, in spite of the fact that I think much higher prices are all but inevitable in the next several years, in the short term we could easily see a pull-back. The latest COTs show Commercial short and Large Spec long positions for silver are at levels that in the past have marked reversal points. Could these readings get even higher? – anything is possible, they could fly off the scale, but this is clearly becoming an increasingly dangerous trade on the long side on a short-term basis at least.

Most investors were duped by the mainstream financial media into thinking that the broad US stockmarket made an important upside breakout last week, but according to our charts it did no such thing. Sure the market did breakout to new post 2008 – 2009 crash highs, but it DID NOT break out to new highs on longer-term charts, and DID NOT break out upside from the large bearish Rising Wedge that it remains stuck in.

The sharp advance by silver last week was presaged by the late July breakout from the important "inner" downtrend that we had earlier delineated, which had been in force from early March, as we can see on the 8-month chart for silver shown below. So is that it - are we on our way now? - almost, but there is one remaining major hurdle left to clear. Before going on to consider what that is we should take note of the fact that silver is now critically overbought short-term as shown by its RSI indicator, and it has also run into a still falling 200-day moving average, factors which point to a high probability of it pausing to consolidate or perhaps react back somewhat in the immediate future - if it does keep going higher near-term, the advance is likely to be measured. The fact that the 50-day moving average is still some way below the falling 200-day also suggests that some more time is needed before the major uptrend expected gets into full swing.

In 2007, I identified the silver price surges of 2003 and 2005 as a possible repeating pattern, and I guessed that buying silver in the summer of 2007 and selling it in the following spring could produce substantial profits. That proved to be a good call and timely too, since silver bottomed only a few weeks later and then moved sharply higher into the spring of 2008 that I identified as a good time to sell. Unfortunately, I also guessed that the following up cycle would be from the summer of 2009 to the spring of 2010. Since there wasn’t a major rally then, the two year silver cycle seemed questionable. The major rally in silver from the summer of 2010 to the spring of 2011 added confusion because it looked like silver rallies were almost random.

The outcome of the Greek vote at the weekend was not favorable for the markets, or for Precious Metals in particular. This is because it did not precipitate an immediate worsening of the acute crisis in Europe, and thus did not create the pressure needed to bring forward the major QE that must eventually come in order to delay Europe's eventual complete collapse. Why then have markets not caved in already? - because investors are "smoking the hopium pipe" and waiting for the Fed to pull a rabbit out of the hat at Wednesday's FOMC meeting, by making positive noises to the effect that QE3 is ready to be rolled out. What is likely to happen instead is that they will come out with the same old line about "being ready to act when the SHTF" but other than that remain vague and non-commital. If this is what they do then markets are likely to throw a tantrum and sell off, and the charts are indicating that it could be hard.

His masterly presentation entitled ‘Silver has the bubble burst?’ argued that no it had not, and that merely projecting forward recent growth rates arrived at $100 an ounce within five years. Between 1970 and 1979, the silver price was increasing steadily from $1.50 to $6, before taking off in September 1979 from $10 to $50 within 5 months. During that bull cycle, demand for silver did not increase but actually declined (sharply in 1979). It was as late as 1983 when demand increased confidently from 12,000 to 27,000 tons per year until 2000 – yet the silver price was in a 20 year bear market during that time. In 2003, when silver started its new bull market, the demand actually dropped to 23,000 tons until 2005 – during which 2 years silver almost doubled from $4.50 to $8. Since 2005, demand is rising stronger than ever, having reached 33,000 tons in 2010, whereas the silver price is rising strongly as well.

Silver is showing some congestion in the daily timeframe around the neckline of a "Head and Shoulders" pattern that has yet to be fulfilled. This congestion is forming what resembles a "Diamond" pattern. Diamonds can be either continuation patterns or reversal patterns in my experience. I think it is pointless to "predict" a direction in here. A breakout or a breakdown on a surge in volume from these converging trendlines is something to keep an eye on in my opinion.

Silver is marking out a Head-and-Shoulders pattern that parallels the one forming in gold, but whereas the one in gold is classified as a Head-and-Shoulders continuation pattern, the one in silver is classified as a Head-and-Shoulders bottom.

Around this point in the fractal cycle in the late 70’s, Gold busted out of its channel to rise sharply higher, along with Silver. Silver’s channel top will lie up around $68 to $70 over the coming months which we believe will be reached in 2012. The next higher angled resistance bands for Silver run from $112 to $115, and then up at the $123 area. By the end of the Silver Bull, we expect to see Silver reach $500+.
